Is this singular XBLA, PSN and PC game about being god, or about solving puzzles with terraforming?

Smaller in scope than perhaps could have been hoped for, and occasionally struggles to reconcile its puzzle-based challenges with its terraforming-based mechanics, but From Dust is a strange, smart and ever-changing delight.

From Dust features some of the best environmental effects seen in modern gaming. The islands look superb and the water can be downright astonishing. The sound doesn't get the same treatment and can become very repetitive at times.
